Thanks to the pandemonium caused by the Pradhan Committee report on the lapses into the 26/11 terror attacks, there may be a change in who calls the shots in the city.

The Commissioner of Police (CP) may find his powers restricted if the interpretation of the report is an indication.

UNDER FIRE: The role of former CP Hasan Gafoor was questioned during the terror attacks.

Till now, the CP was responsible for the administration and safety policing of the city. However, the Bombay Police Act now states that the Director General of Police (DGP) is in-charge of the entire state.u00a0


Till now, the CP and the DGP had clearly-defined roles. While the CP was in-charge of the city, the DGP was responsible for matters related to the rest of the state.

But all that could change with a team of experts advising the state government that there are no administrative limits for the DGP.

No boundaries

Experts pointed out that section 23 of the Bombay Police Act indicates that the administrative boundaries are only for administration of the force in terms of day-to-day activities and personal issues.

Section 3 clearly states that there shall be one force and there is no amendment of the Act.

These facts came to light after the role of the former CP Hasan Gafoor was questioned during the terror attacks.

The erstwhile DG A N Roy escaped criticism although there was very little action at the state police headquarters. The post of Mumbai's Commissioner is independent since 2000.

Changing roles of the CP and the DGP

The roles of the CP and the DGP have been changed many times to suit the candidates.

While CP S Ramamurthy was promoted as a DGP, so that he could remain in position between October 1990 and 1992, subsequent CPs Amarjeet Samra, Satish Shahani, R D Tyagi and Subash Malhotra were promoted to the rank of Director General. An officer of the rank of an Additional DG was brought in as a commissioner.
