'Won't allow cops to violate rules'

If you have a grouse against the men in uniform for turning a blind eye to violations by influential people and pulling up the aam aadmi on trivial issues, then Satyendra Garg wants to change your point of view. The Joint Commissioner of Police (Traffic) made an example out of the son of a retired police officer on Monday, making the point that no one is above the law.

Garg was going towards Burari to inspect the arrangements at the All India Congress Committee (AICC) plenary session when he noticed a car with tinted glasses and a fancy number plate with Delhi police logos on the rear and front. Garg hailed the driver who stopped his car.

Common malaise
Garg questioned the man behind the wheels who initially tried to bluff and posed as a cop. But realising the gravity of the situation, he started speaking the truth.

"His first response was that his father is an inspector in Delhi police. When questioned further he said that his father had retired recently. I then asked him about the tinted glasses on his car and he assured me he will immediately get the films removed.

There was no explanation for the defective number plate and the police logo. He is being prosecuted for all offences but what worries me is the malaise where rules are violated without compunction," said Garg.

To send out a strong message to one and all, Garg posted his experience on the famous Delhi Traffic police wall on Facebook.

"It is now nearly one year since I have been in the traffic police. And day by day I am getting convinced that we as citizens and particularly men in authority and their relatives feel that we are above the law and can violate the country's rules with impunity and there is nobody who can check us. It is a sad reflection on the state of our society.

Today, on the way to Burari, I noticed a vehicle with tinted glasses. The number plate of the vehicle was defective; it was carrying the police sign to throw weight on law enforcers. I got down, hauled up the driver and took his licence."

Rules meant to be broken?
"The society which is not self-regulated does not have a bright future and we are certainly not a self-regulated society. The other day somebody posted the picture of an SUV being parked wrongly in CP and the requests of traffic officials were turned down by the driver.

I wish I was there to tow away the vehicle and I wish there were very heavy fines for wilful defiance of rules," Garg said He made it clear that everyone, even the authorities, have to follow rules. No influential person, not even Delhi police officials are bigger than the law and every violator will be prosecuted.u00a0

End of the road

A white Maruti Suzuki SX4, with a red beacon, parked in the middle of the road opposite Mohan Singh Palace was challaned by Delhi police on Monday afternoon. The car with registration DL3C-BM-5953 belongs to the Central Bureau of Investigation. "We have found out that vehicle belongs to the CBI and we have sent a prosecution notice for the vehicle in question. I have also directed field staff that violation should not be tolerated irrespective of the rank of the offender," said Satyendra Garg, Jt CP (Traffic).


Showstoppers

In a city of movers and shakers, the Delhi traffic police has a very select list of VVIPs for whom traffic is stopped when their cavalcades pass, an officer said. The list, the officer said, includes the convoys of President Pratibha Patil, Prime Minister Manmohan Singh, UPA chairperson Sonia Gandhi and Delhi Chief Minister Sheila Dikshit. Besides, traffic is also diverted for rallies, religious procession and marathons.u00a0u00a0u00a0u00a0
The officer said that traffic is usually stopped for a maximum of five to 10 minutes.


Corridors of certainty

Delhi police recently announced five new corridors where there will be "zero tolerance" for traffic rule violation, taking the total of such stretches to 15. "We have identified five more corridors for traffic improvement. I am confident we will succeed in our efforts to improve the traffic situation in Delhi," Police Commissioner BK Gupta said.
The new corridors where "zero tolerance" for traffic rule violation would come into force are: Outer Ring Road from Modi Mill flyover to Rao Tula Ram Marg, Africa Avenue-Vinay Marg, Vikas Marg from IP flyover to Karkari Morh, NH 24 from Nizamuddin to Ghazipur and Teen Murti round-about to India Gate hexagon through Akbar Road.
u00a0According to the plan, buses and trucks will ply in the extreme left lane, autorickshaws and other utility vehicles in the middle lane and cars in the right lane on these stretches.
Outer Circle in Connaught Place, Ring Road from Ashram to Naraina, Tilak Marg, Lodhi Road and Nelson Mandela Marg are among the existing 10 "zero tolerance" corridors.
