Home minister VS Acharya said that the state government is confident of implanting Karnataka Control of Organised Crime Act (KCOCA) by July this year.

Acharya told the media that the bill, discussed in the last Belguam session, will be implemented after obtaining permission from both the houses in the present session. If this doesn't work out, the government is going to table the bill again in July, he said.

'CrPC amendment not feasible'

Terming the central government's amendment to the Criminal Procedure Code as unscientific, he said it will hamper the police investigations.

The amendment proposes that in offences that carry jail terms of seven years a police officer may, instead of arresting the offender, issue him/her a notice requiring him/her to cooperate in the investigations. No arrest will be made in a non-cognisable offence except under a warrant or order of a magistrate.

This, the minister said, will not only take away the discretionary powers of the police to detain a suspect but also encourage the offenders indirectly, Acharya said the central government has passed the bill in a haste without having a proper debate.

He further said that the state government would submit a memorandum to the government to reconsider the decision.

'State police is better'

Terming the hue and cry over the increase in crime in the state as politically motivated, Acharya said that the state police stood first among other states in terms of crime detection and property recovery.

Explaining about the serial triple murder cases, Acharya said that the murders occur due to various reasons like illicit relationships, family problems and personal grudge among relatives and friends. For such cases police could not be blamed, he said.

He further said that the police have got a grant from centre for a helicopter and three boats to keep a strict vigil along the coastal regions. "We have upgraded the security as per the Intelligence imputes we have received," he said.

He further said that in every district the police will hold property recovery parade once in three months to better police-public relationship.
