Permission to allot 2.5 floor space index (FSI), one of the primary tools to make the PMPML self-reliant, remains in limbo after the corporators kept the proposal on hold citing credibility issues during the yesterday's General Body (GB) meeting.
The proposal approving commercial use of land at all the PMPML depots and giving FSI (extra 1.5 and existing 1 FSI) for revenue generation has been pending for last the six months. Once cleared, the proposal would allow construction of commercial complexes on BOT-basis.
While the ground space and first three floors would be used for PMPML office, depot and parking purposes, the remaining floors could be rented as offices and shops. The revenue generated by can thus be utilised to improve the PMPML infrastructure.
"The proposal is continuously getting postponed without any reason. We are giving additional FSI to other establishments such as hospitals to create income source. PMPML is Pune Municipal Corporation's (PMC) own establishment, which is incurring tremendous loss. The decision should be taken as early as possible," NCP corporator and a member of PMPML board of directors Prashant Jagtap said.
Opposing the proposal, corporator Avinash Bagawe said others ways should be found to generate revenue for the PMPML. "Additional FSI will not be a solution. PMPML officials are misusing the existing space, which is constructed on the BOT basis. They are allotting it to their relatives at throwaway prices. So the additional FSI will only be exploited by the officials and contractors."
Opposition leader in the PMC Arvind Shinde said the PMPML had lost their credibility and that was the primary reason why sceptical about providing additional FSI to the transport body. "The PMPML Recently allotted 90,000 sq ft plot at Khadaki on BOT-basis without seeking permission from the PMC," Shinde said.

"Considering ever-increasing diesel prices, allotting FSI will be a practical option. To avoid misuse of FSI, the PMC can keep all the rights of tendering process. Rate of rent can also be fixed by civic body in the GB," Municipal Commissioner Mahesh Pathak said. u00a0
