A police officer said the bus was mainly carrying honeymoon couples from the hill resort of Manali in Himachal Pradesh to New Delhi.
They said the bus could have rolled down the hill as the driver failed to negotiate a sharp curve.
"We received five dead bodies and nearly 25 other injured patients," a doctor at the Anadpur Sahib hospital, 25 km from the accident spot.
Residents of nearby villagers rescued the accident victims before police and other agencies reached. Rescue operations were hampered due to darkness and fog in the area.
