Chavan, who is married with three children, had allegedly entered the 19-year-old woman's residence in Dattawadi and begun a heated argument with her.
The police said Chavan had offenses registered against him at the Faraskhana police station. The police said the woman had cut all contact with Chavan 15 days ago, after her parents told her to do so as they were looking for a suitable match for her. They said Chavan, who was reportedly in a relationship with the woman for five years, had got agitated with this development and threatened her.
Upon going to her residence, Chavan allegedly pointed a revolver at her and she screamed. As she was shot at, she bent down to avoid the bullet. Her sister rushed in to see what had happened and was hit by the bullet.
A male cousin of the women said the incident occurred after his sister had gone home from his residence. "My sister had returned home after watching TV at our place. I do not know what transpired between Chavan and her before the firing," he said. "Chavan was harassing my sister. He even stooped to the level of urinating outside her home to harass her."
Senior Police Inspector Vijaysingh Gaikwad said Chavan had not told her that he was married when the he began a relationship with her.
"Chavan was having an affair with the young woman for five years, but when she discovered he was married, she broke off with him," Gaikwad said. "Angry at being spurned, Chavan threatened to kill her. For the last 15 days, she had stopped taking his call. On December 12 she called him up and told him that her family had found a groom for her and he should stop harassing her."
The complaint filed by the 19-year-old woman stated Chavan had threatened her several times before telling her: "Just one bullet is enough to silence your voice forever."
