The issued report cards feature the working and performance of 227 councillors for the period April 2012-March 2013. BJP and Shiv Sena councillors grabbed the top five rankings. Hemangi Worlikar from Shiv Sena topped with distinction followed closely by Manisha Chaudary from BJP and Yashodhar Phanse of BJP ranks third in the list.
Three parameters were taken into consideration while arriving at the rankings -- past, present and perception. The past included the education qualification, PAN card and criminal cases of these people. In present parameter, the attendance and number of questions raised by the councillors was considered to be significant for marking. In perception, a citizen survey of 24,594 people was conducted for their observations on councillors' availability, performance, corruption and satisfaction with quality of life, services provided by government.
"We have been observing that the councillors have improved their performances. They have started raising questions due to which many problems have been solved and people are satisfied with them," said Milind Mhaske, Project Director of Praja Foundation. Further, he added, "We aim to encourage the councillors to perform better every year, indirectly resulting in the benefit of the citizens."
Praja was founded in 1997 by a group of eight Mumbaikars with a vision to re-establish accountability and transparency in governance. It has been conducting workshops among the elected councillors that explain the process and regulations within MCGM and also apprise them of their roles, responsibilities and duties.
