No Assembly session in Manipur; ‘another proof of constitutional breakdown’

The Congress on Monday said that not convening the Monsoon session of the Manipur Assembly despite repeated requests of the state government is further evidence of the "breakdown" of constitutional machinery in the state.

‘No notification from guv'

Despite the Manipur cabinet recommending Governor Anusuiya Uikey convene an Assembly session from August 21, the House did not sit on Monday. "For a normal Assembly session, a notification has to be issued 15 days before the beginning of it. No such notification has so far been issued by the Governor's office," an official told PTI.

Congress general secretary Jairam Ramesh tweeted, "On July 27th, the state government requests the Governor of Manipur to convene a special session of the Assembly in the third week of August. On August 4th, Governor is requested once again to convene a special session, but this time on a specific date, namely August 21st. Today is August 21st and the special session has not been called. There has been no Monsoon session either. This is further evidence that the Constitutional machinery has simply broken down in Manipur.

Highway blockade

A tribal body on Monday re-imposed an indefinite blockade on NH 2 connecting Imphal to Nagaland's Dimapur and NH 37 that links Imphal with Assam's Silchar, demanding adequate supplies of essential commodities to Kuki-Zo communities in hill areas of Manipur.

‘Victims need IDs, better compensation'

The committee, set up by the Supreme Court to oversee relief and rehabilitation of Manipur victims, on Monday submitted three reports. "(1) One highlighting the fact that several residents of Manipur may have lost their essential IDs that need to be re-constructed; (2) the victims' compensation scheme needs to be upgraded to bring it in conformity with the scheme propounded by National Legal Services Authority; 3) To appoint panel for domain experts to facilitate its work."
