Transport Minister Scott Emerson said the people will have to demonstrate that they are a Sikh but fell short of explaining what degree of proof would be required, Courier Mail reported.
Emerson said that the exemption was a "common sense" move and followed the overturning of a fine issued to a man for not wearing a helmet in the place of his turban while he was riding a bicycle in Brisbane.
He asserted that if someone was able to demonstrate that they have been a member of a long-standing religion that does require them to wear headwear which might make it very difficult to wear a helmet, the government will accept that.
Emerson added that wearing a full burka will not be an excuse for not wearing any helmet.
