Have three venues so that security is not much of a task to provide. Those states who are in a position to provide adequate security should be chosen as venues.

Have a single leg competition which means cutting down on the number of matches. Currently, the IPL will involve 59 matches.

Host three matches in a day so that the tournament is over within three weeks

Format of the tournament can be League cum Knockout just like the ICC World T20 held in South Africa, 2007.

If the organisers are hellbent on going the whole hog and play the original number of matches due to contractual obligations, look for a window to host the second phase of the tournament towards the end of the year.
