Put in to bat, Otago put on a monumental 242/4 in their 20 overs as they halted the Scorchers at 180/6.
Otago suffered a shock start by losing opener Hamish Rutherford (2) and skipper Brendon McCullum (0) cheaply. But Broom (117 not out) and Derek de Boorder (45) put on 67-runs for the third wicket to take the New Zealand side out of trouble.
After de Boorder, whose 28-ball knock included five boundaries and two sixes, was bowled by Adam Voges, Ryan ten Doeschate (66) with Broom piled on 128-runs for the fourth wicket to put Otago in a dominant position.
Right handed bat Broom slammed nine boundaries and eight sixes in his 56-ball knock to make things much easier for their bowlers.
Joel Paris took two wickets for the Scorchers.
In response, the Australian side also had a poor start losing three wickets within 11 runs in the first nine balls of their innings. However, Voges (36), Hilton Cartwright (69 not out), Ashton Turner (27) and Tom Triffitt (25) held the innings together for Perth but it wasn't enough as they failed to reach their target of 243.
Right arm pacer Ian Butler took three wickets for the Volts.
Brief scores: Otago Volts 242/4 (Broom 117 not out, ten Doeschate 66, de Boorder 45) beat Perth Scorchers 180/6 (Cartwright 73) by 62 runs.
