Woods stood on seven-under par 137 after 36 holes in the year's final major championship, four strokes ahead of a handful of rivals with a lead that matches the third-largest edge of his career entering a weekend.
Singh, a three-time major champion, was set to tee off with Woods at 1:40 in the afternoon in the final group.
Ross Fisher, defending champion Padraig Harrington, US Open champion Lucas Glover and Australian Brendan Jones were on three-under with Singh.
