Mumbai: Open spaces adoption policy to continue

The Brihanmumbai Municipal Corporation (BMC) has started framing a new open spaces policy, but the plan of handing them over to private players for adoption stays. However, there are several changes in the policy which could allow more access to open spaces for the common people. Chief Minister Eknath Shinde ordered BMC in the first week of May to frame an open spaces policy. The BMC has started preparing a draft of the policy.

However, according to a source, the adoption of open spaces will continue. "The BMC will frame more strict norms to choose a caretaker for adoption. Also, there will be restrictions over construction on open spaces. The tenure of adoption will be reduced from 30 years to 5 years or 10 years," said an official.

In 2016, the BMC cleared an open spaces policy which allowed private parties to maintain public parks and gardens. But activists criticised this and demanded that the BMC only maintain open spaces in the city. The then chief minister Devendra Fadnavis put a stay on the policy. The BMC currently has a total of 1,068 open spaces, playgrounds and recreation grounds on 1,200 acres. Activists are against the policy which could allow the handing over of public land to private players.

After BMC officials prepare the policy, it will be approved by the deputy additional commissioner. Thereafter, administrator Iqbal Singh Chahal will give his approval. In the final stage, it will be sent to CM Shinde for his nod. After his approval, the draft policy will be announced. "Suggestions and objections will be invited from citizens. We are looking for proper maintenance of open places which common people can use," the official added.
