State home department transfers three police officers without consulting the Police Establishment Board.

Violating the directive issued by the Apex Court, the state home department transferred three police officers, and that too without consulting the Police Establishment Board (PEB). Taking serious note of the breach, D V Guru Prasad, director general of fire force and emergency services and member of PEB, has written to ST Ramesh, the chairman of the board and in-charge DG&IGP seeking clarification on this matter.

It may be recalled that the duo had earlier clashed over the DG&IGP post, and Guru Prasad approached the Karnataka Administrative Tribunal (KAT) when the state government decided to make ST Ramesh the head of the state police force.

According to a source in the department, the transfers were made on the recommendation of Chief Minister B S Yeddyurappa. The Supreme Court had set up PEB in every state to avoid political interference in transfers of police officers. When the state set up the board and prepared a transfer list of 63 deputy superintendents of police, a miffed state government cancelled the transfer order.

However, the transfers were later revoked when members of the board, led by the then chairman of the board Ajai Kumar Singh convinced the government that canceling the transfer order leads to violation of SC directive.

Meanwhile, Deputy SP Sheshadri, one of the officers recommended for transfer, approached KAT and secured a stay on March 8. However, the state government managed to vacate the stay order and went ahead with the transfer orders.

Sheshadri was yet to complete his two-year term and the Supreme Court guidelines say that the officers' term shall be two years in a posting, and thus the home department violates all the guidelines. However, S T Ramesh refused to comment on this issue stating, "I do not have any clarification to issue."
