According to the Central Bureau of Investigation (CBI) and the Enforcement Directorate (ED), the irregularities stem from alterations made to the Delhi Excise Policy for the year 2021-22. It is alleged that undue favors were granted to license holders during these modifications.

The Delhi government initially implemented the excise policy on November 17, 2021, but decided to abandon it by the end of September 2022 due to allegations of corruption.
