People still visit the house the house at number 4 Ybbstrasse to take photographs and the doors of the cellar have been welded shut to prevent souvenir hunters trying to break in.
Anzboeck said that concrete would be pumped into it early next year, once town authorities in provincial town of Amstetten, about 120 kilometres west of Vienna, issue a permit.
Fritzl, (76) was sentenced to life in prison two years ago after being convicted of holding his daughter captive in the windowless cellar for 24 years.
During that time, he raped her an estimated 3,000 times, fathered seven children with her and was responsible for the death of their infant son Michael, after he failed to seek medical help for him.
He is now being held at the Stein Jail for psychologically disturbed criminals.
Elisabeth Fritz has been given a new identity. She now lives with her children in an Austrian hamlet named only by local media as Village X and is closely guarded by police and her neighbours.
