"This must be a terrorist attack because it has happened in three places in Mumbai. The government must take immediate steps to investigate and find out who are the people behind it," Joshi told reporters.
"Immediate investigation is required," Joshi emphasised.
Three explosions within minutes of each other here - at Dadar in central Mumbai and Opera House and Zaveri Bazar in south Mumbai - Wednesday evening left several people injured and sparked minor fires in the first terror attack in Mumbai after November 2008.
The fires were quickly put out.
All three places are busy commercial and residential areas, and were bustling with people and traffic during the evening peak hours when the explosions took place.
