The report suggest that state government did not get any specific and direct intelligence from the centre.
It goes on to add that Mumbai cops could not have thwarted this kind of mini war. It have applauded the police action saying they handled it well.
"We have studied 5000 logs at the control room. We were not a judicial commission or a commission of inquiry. We were an administrative inquiry and interviewed only government officials," Pradhan said, a former home secretary.
Meanwhile, Chief Minister Ashok Chavan said that the cabinet will decide what action should be taken.
