"There is a system already in place. If the government is proposing something like this, then they should have a dialogue with the states," the minister said.
"There has been no official decision on the issue. Whatever we have learnt is from media," he said.
Unveiling his 100-day plan, Sibal has said the single board would replace various boards in the country and would hold a uniform examination for all students on the pattern of Combined Law Admission Test for admission to law institutions.
