Addressing a rally in Guwahati (Assam), former prime minister Manmohan Singh on Wednesday said that the Centre has miserably failed in fulfilling promises made to the people of India. He said Prime Minister Narendra Modi led- Bharatiya Janata Party (BJP) Government has also failed in making cordial relations with Pakistan.
