"I think that such a case of corruption would be impossible at the IOC because we have adopted rules to avoid this type of thing," he told a press conference on the closing day of an IOC executive committee meeting here.
"But one should never say never," the Belgian head of the Olympic movement added.
The IOC introduced strict new guidelines governing bidding for Olympic Games in the wake of the scandal surrounding the designation of Salt Lake City as host of the 2002 Winter Games.
Chief among the new codes of conduct is a ban on IOC members being invited to visit candidate cities.
Rogge underlined his "solidarity with (his) FIFA colleagues" following claims in a British newspaper that two of its members had been involved in vote selling ahead of December's 2018 and 2022 World Cup vote in Zurich.
World football's governing body has vowed "zero tolerance" following the reports and has provisionally suspensed Amos Adamu of Nigeria and Reynald Temarii representing Oceania, the two executive committee members named in The Sunday Times' expose.
The same paper last Sunday ran a second report with remarks by a former high ranking FIFA official suggesting collusion between bidders.
