Commenting on the shock exits of World champions Australia and World Twenty20 champions India, Waugh said, "Right now, it's very much guesswork. "I think it's still in the early phase where players and coaches are working out on how to play the game at its best. In a couple of years, there will be a specific plan and separate teams for this format of the game," Waugh added.
