The 23-year-old German clocked a best lap time of one minute 25.808 seconds to follow his fastest times in yesterday's two practice sessions ahead of tomorrow's season-opening race.
Rosberg was just three-hundredths of a second quicker than Toyota's Jarno Trulli (1:25.811).
Jenson Button, the bookmaker's nominal race favourite, was third fastest in his Brawn car in 1:25.981 - 0.173secs adrift of Rosberg.
Brazilian Felipe Massa put in the fourth fastest lap of 1:26.020 for Ferrari, but his teammate Kimi Raikkonen only got in five laps before striking mechanical problems and returning to the pits early.
World champion Lewis Hamilton again struggled for performance in his McLaren and clocked the 12th best time of 1:26.714 - 0.906sec down on Rosberg's time.
Qualifying for tomorrow's race starting grid takes place later today.
