Mankad issue: If the non-striker is cheating to gain a distinct advantage how come the bowler is castigated when he reacts to stop the tactic?

This video grab shows how KXIP's R Ashwin ran out RR's Jos Buttler
Here we go again. The bowler R Ashwin, Mankad's the batsman Jos Buttler, who is out of his crease and, as is always the case, it's the leather flinger, who is portrayed as the villain.
In most Mankad situations the batsman is trying to take advantage — cheating if you will — and yet the bowler, who is abiding by the law, is vilified. For any batsman who gains a start before the ball is delivered, the advantage is enormous in the short forms of the game but can also help in the longer versions.
