The Olympic bronze medal diver came out as gay nearly two years ago in a YouTube video in which he said he was "dating a guy and couldn't be happier."
Their announcement in the births, marriages and deaths section of the newspaper read: "The engagement is announced between Tom, the son of Robert and Debra Daley of Plymouth, and Lance, son of Jeff Bisch of Philadelphia and Anne Bisch of Lake Providence."
The pair have been in a relationship for around two years. Black (41) is an American film director and producer. He won an Oscar for best original screenplay for Milk, a film based on the life of gay rights activist and politician Harvey Milk.
