World No 4 Radwanska swatted aside her Czech opponent in just over an hour, winning 6-1, 6-1 to advance to the final.
Kvitova, who arrived in the US after winning a bronze medal at the Olympics earlier this month, was never in contention as Radwanska dominated from the outset to advance.
The two-time defending champion will now play Ukrainian 10th seed Elina Svitolina in the final.
