Questioning the very constitution of the two-member committee, former IPS officer YP Singh said its recommendations were not very helpful in preventing terror attack


Whileu00a0the State Government has implemented most of the recommendations of the Ram Pradhan Committee, which was instituted by the state government after the 26/11 attacks, the measures suggested by the committee seem to have been ineffective in preventing the terror attack on Wednesday.

Former IPS officer YP Singh, in fact, questioned the very constitution of the committee.

"It is not consistent with the law as it was not set up as a Commission of Enquiry. Besides, the public did not get a chance to put forth their views on the issue," said Singh.

He added that the committee's recommendations were not of much help in preventing the terror attack as they were focused only on the procurement of modern weapons for the police force.

"The Ram Pradhan committee ignored the most important aspect of fighting terror, which is the intelligence gathering machinery.

The committee did not look into the lack of a strong and cohesive intelligence machinery at the ground level and, instead, stressed on equipping the police forces with the latest arms and ammunition, which is not enough in preventing a terror attack," he said.

"The problem now is that a lead provided by the beat constable does not reach the highest level and is not shared with the intelligence agencies such as the Intelligence Bureau and the RAW for them to use it to expose a bigger network.

The government should order a commission of enquiry to look into the latest terror attack and to suggest measures to prevent such attacks," Singh points out.
