Minister of State for Stamps Nand Kishore Nandi, who was in the car at the time of the accident, hastily shifted into his escort vehicle and sped away from the scene.
After running over Saurabh, who was on a bicycle, the car knocked down two other boys walking down the road, before ramming into a shop, eyewitnesses said.
While Saurabh died on the spot, the two others, Anuj and Prem Shankar, suffered serious injuries and were battling for life in the Rae Bareli district hospital.
Residents of Jigna village blocked the highway as a mark of protest and dispersed only after the police registered a case against the minister's driver, who managed to flee along with his boss.
A home department spokesman told reporters here that "the minister was present in the car at the time of the accident but he chose to leave the scene in his escort vehicle".
