A probe into irregularities in the selection process of candidates by Karnataka Public Services Commission (KPSC) from 1998-2004, has revealed that there was in fact favoritism and biased selections occurring as alleged by one victim.
Allabakash, who was working as district officer with the social welfare department, had cleared two rounds of the KPSC, but was shooed away after being made to sign some blank documents by the then chairman H N Krishna.
CID investigations reveal that these allegations have proven to be true during the probe. The CID team headed by Deputy Inspector General of Police, Charan Reddy found that the complainant was subjected to discrimination by the chairman of the commission and also forced him to sign some blank papers.
Not deserving
Allabakash who deposed before the CID team recalled that a group of men even tried to stop him from entering the interview hall when he went to KSPC building to attend the personality Test in December 26, 2005.
"Since I was determined to attend the interview I managed to hoodwink them and sneaked into the hall where Krishna, after a formal talk, told me that he would not select me since I was already holding a Class I post," Allabakash said.
Narrating further, he said that Krishna forcibly took his signature on the attendance sheet. During the CID questioning, the officials presented the attendance sheet to Allabakash to confirm his signature.
To his shock, Allabakash also found an endorsement with his signature mentioning "not shown for orders." This was to officially make him admit that he was not selected.
Unfair practice
The insertion of the endorsement was not in Allabakash's handwriting and the same was done without his knowledge. Investigations into this case by the CID found that the KPSC was unfair.
The CID has also found several other irregularities in the selection process of candidates for Karnataka Administrative Service (KAS) in 1998 and has indicted Asha Parveen, D R Pushpa, Y B Archana and Salma Firdous, all Government servants selected during this time, for furnishing bogus certificates.
