Shibu is eight years old; just another victim of the Lalita Park disaster. Shibu lost his family to the November 15 catastrophe, when a multi-storey building collapsed in the area, killing 70 people. The class III student of an MCD school lived in the structure along with his parents, grandmother and a sister. They are no more.

But now there's hope for Shibu and others like him. On Tuesday delhi Chief Minister Sheila Dikshit said that the government would take special care of the 13 children orphaned in the accident.

"The government is concerned about the children who were orphaned after the building collapsed in east Delhi. But I promise that special care would be given for their education and later on in their life. They will also be housed," Dikshit said.

Shibu had gone to play out in the street when the incident took place. Unaware about the incident he along with his friends kept playing in the nearby area. But after sometime they realised that something had happened near the house. They then rushed towards the building and witnessed the disaster. They were searching for their family members but could not find them anywhere.

Shibu's mother Chanchal, father Vaishnav, sister Kalpana and grandmother Parvati, who were trapped under the debris, succumbed during the course of treatment at Lal Bahadur Shastri Hospital. One of his neighbours is taking care of Shibu and his brothers for now.

Numbers Against MCD

A total of 8,030 complaints of illegal construction of buildings were received by the Municipal Corporation of Delhi (MCD) in the last three years but only 357 were taken up for investigation, the Lok Sabha was told Tuesday.
"Out of the 357 cases investigated by the vigilance department of the MCD, investigations have been completed in respect of 170 complaints and 533 officials proceeded against for departmental action for allowing unauthorised constructions," Minister of State in the Ministry of Home Affairs Mullappally Ramachandran said in a written reply to the Lok Sabha.
He added that one employee of the city zone has also been dismissed on this account.
