How OC duped government

Former employees allege that even 'salary columns' have been tampered with to manipulate accounts

It seems that Union government's move to make public the list ofu00a0 persons who were holding posts with the Commonwealth Games Organising Committee (OC) during the period 'March 2009 - November 2010' along with their designations and salaries, in order to find any discrepancies in it is achieving its purpose.

MiD DAY investigation has found out that the Central Vigilance Commission (CVC), which is probing the matter, has received some complaints from former OC employees alleging that there designations, salaries and time till which they had received their salaries have been reportedly tampered with.

Sources in the CVC said that soon after the list that was received from the OC was made public, one of the complaints they received was from Amita Vikram Pratap, who alleged that her designation had been shown wrongly in the list (The list is available on the government website India.gov.in). She has alleged that her designation has been shown as Additional Director General (ADG),u00a0 while she was employed with the OC just as a director (two posts junior).

Another discrepancy that has come forth is that a same employee has been mentioned twiceu00a0--- first with proper name and then with a nickname. "The list has Neel Chatterjee and Neelanjan Chatterjee, both drawing separate salaries while actually they are just one man," the sources stated.

The OC seems to have allegedly tampered with the 'salaries drawn till which month' column too in the list. This came to light from the case of one Uday Sahay who was working with the OC till March 2010 as ADG (after which he left OC and was made a consultant). As per the list, he is seen drawing salary till October 2010 and his designation has also been wrongly mentioned as DDG.

Even the posts have been cooked up.u00a0 "There was only one ADG (communication, image and look), but in the list there are several of them, which is technically wrong. In fact the complainant Amita has also been mentioned as ADG (communication, image and look), despite the fact that she was just a director there," the sources said. This, the insiders say, might have been done to account for the money which was reportedly spent on the ghost employees.

"As the list has been put on the Government of India website, it should have been accurate and properly updated. But it is misleading. That means OC has provided inaccurate information to the government. For example, the name of Manish Kumar, DDG in press operation is missing from the list," said a former employee of CWG, on condition of anonymity.

Some employees recruited for field duty also complained that their salaries for up to 120 days haven't be paid yet. "To check the attendance of office employees, OC had installed biometric system at OC headquarter in February 2010 that started working from April 2010 . So they were given their full salaries.u00a0 For field staff however, they had no method to check attendance, yet they deducted their salaries for short attendance," said a former CWG staffer, who is still struggling from pillar to post to get his salary.
