The 'Sankul Sansadhan Kendra Bhavan' under the Human Resource Development department at Ugiarbahera village in the jurisdiction of Imamganj police station was blown up just past midnight, acting Superintendent of Police Saurav Kumar said.
The building, housing the coordination centre of four schools under the Bihar Education Project, was empty at the time of blast, he said.
The Maoists have called a 48-hour shutdown in Bihar, Jharkhand, West Bengal and Orissa from Tuesday midnight against defiance of their diktat for boycotting the elections.
