High Court sends notice to the chain of Central government school for not recruiting teachers for kids with special needs

Too occupied with regular students, it seems that the government has no time to consider those with special needs. And not even the courts could attract the attention of the establishment towards the phenomenon.

That is why the Delhi High Court has issued a notice to the largest Central government educational organization the Kendriya Vidyalaya.

The court, while hearing a petition by an NGO, had asked the organisation to create facilities for children with disabilities and appoint at least two teachers with special training to teach them. The court had further asked the schools to make sure that the salary of the teachers with desired training should be at par with the regular teachers.

But more than 800 schools attached to the Kendriya Vidyalaya Sangathan have failed to comply, attracting a fresh notice by the High Court on Wednesday, returnable by November 11.

"More than 10 lakh students study in KVs across the country while there are 75 KVs with one lakh students in Delhi alone. However, there is nobody to look after the children with special abilities," said advocate and social activist Ashok Agarwal, who represented the NGO Social Jurist in the petition.

According to various surveys carried out in the country, there are more than two crore children in the need of special facilities in the schools but less than one per cent schools have the required infrastructure. "Presently only rich and influential have the access to these facilities for their children. But disabled children are from all walks of life and, therefore, there is a huge number whose problem remain undiagnosed," said Agarwal.

He said the NGO is also trying to get private and aided schools in the purview of the court order so that all students with disabilities benefit.
