According to the new rule, the RTO must send the licences by post to prevent applicants from giving false addresses. The RTO, however, claims that it is too short-staffed.

The RTO officials claim that they need at least 20 additional staff members for clearing and sending the pending files on time. “It’s been two months since I applied for a licence. But I haven’t received it yet,” claimed S Shirsekar, a Borivli resident.u00a0“We have only 10 people to clear licence renewals,” said a senior RTO official on condition of anonymity. The RTO is short by 105 employees, according to their records.u00a0
