The shocking six-minute film posted on the Internet shows the 17-year-old girl carrying out the act on a double decker.
The sleazy footage claims the girl took part in order to buy the designer bag that costs between u00a3400 (Rs 30,000) to u00a31,800 (Rs 1.36 lakh.
Text on the video says, "Pay 200 dollars and get this service from a 17-year-old Hong Kong student. She wants to buy Gucci bag."
The video appears to have been shot with a camera phone held by the man. The girl was aware of the camera trained on her.
Police are investigating whether the video is linked to a recent trend for "compensated dating" u2014 where men have paid sex with young students.
A Hong Kong police spokesman said the incident was being investigated by the Technology Crime Division of the Commercial Crime Bureau.
