The bomb was remotely detonated when the car of a district police chief passed by, the chief's spokesman Nor Ahmad Nikzad said.
The police chief, who is believed to have been the attack's target, was among the injured, Nikzad said.
The other injured were one other policeman and 18 civilians, he added.
