"An improvised explosive device planted by a road near the garrison town of Kohat went off as a police van passed," a local police official known only as Abdullah told AFP.
The policemen, the apparent target, were unhurt but the blast killed two passers by in the Bahadurkot area near Kohat, he said.
Pakistan's northwest has been wracked by violence since hundreds of Taliban and Al-Qaeda rebels escaped the US-led invasion of Afghanistan in late 2001.
