The Board of Control for Cricket in India (BCCI) will ensure the two new franchisees, who will enter the Indian Premier League (IPL) as replacement for Chennai Super Kings and Rajasthan Royals in the next two seasons, get a fair chance to compete.

In its Working Committee on Sunday, the BCCI decided to allow the two new teams to pick the 12 best players (six each for a team) from Chennai Super Kings (CSK) and Rajasthan Royals (RR).

The selection of 12 best players will be done through a bidding process, it is understood. The rest of the CSK and RR players will go in the auction along with other players released by their respective franchisees or new players entering the fray.
To attract enough bidders for the new teams which will be for a period of two years only, the BCCI has decided to do away with the upfront money the team owner pays to the Board.
The BCCI, in return, will negotiate on a percentage which it gives to the franchisee from the central revenue.
"The BCCI will award the franchisee to the party which will bid the lowest percentage from the central revenue. It is a win-win situation for both parties," said a source, who was present in the Working Committee
meeting.
Meanwhile, it was proposed in the meeting to add three members to the IPL Governing Council to lend a more balanced view.
It has been proposed to have three professionals, who will not be associated with any cricket association, to provide technical support and an independent view to the committee.
