India were 14-1 off 5.2 overs when the downpour started in the day-night clash.
Put into bat, the visitors lost opener Ajinkya Rahane for a duck when he was trapped leg-before-wicket by paceman Mashrafe Mortaza off the second ball of the innings.
The first match of the series on Sunday was also marred by rain before India won by seven wickets on the Duckworth/Lewis method.
The visitors made one change to the side that won the opening game, bringing in all-rounder Stuart Binny for off-spinner Parvez Rasool.
For Bangladesh, Mithun Ali came in for Mominul Haque and Taskin Ahmed replaced Abdur Razzak.
The third and final game of the short series will be played on Thursday.
