The arrests were for either minor public order offences or criminal damage, a spokesman for Greater Manchester Police said.
United won the match 1-0 thanks to Ryan Giggs's second minute penalty in what was Kenny Dalglish's first match as Liverpool manager since the Anfield great replaced the sacked Roy Hodgson.
Match commander Chief Superintendent Mark Roberts said "risk groups" from both clubs had been identified before the fixture and added "an effective policing operation" had prevented "any serious disorder".
There were some 9,000 Liverpool fans in a capacity 74,000 crowd at Old Trafford, the away support around three times larger than usual due to FA Cup rules regarding ticket allocation for visiting supporters.
