Antolin Alcaraz gave the Albirroja a shock lead after 38 minutes before Daniele De Rossi struck in the second half following a blunder from goalkeeper Justo Villar.
Despite the point, Lippi was animated after the game and he feels the Azzurri should have won.
"There is great regret because we deserved to win," he told Sky Sport Italia.
"In the first half they scored with one chance on the set piece, we reacted well, but we could have done something more.
"Games like these must be won, they controlled the game but didn't create anything where as we played well."
"I just regret that we did not get the points we deserved. Sometimes that's what happens, you get less than you deserve," Lippi said.
Defender Giorgio Chiellini echoed Lippi's post comments.
"The goal we conceded was a shame from a set piece as it conditioned the game," he told Sky Sport Italia.
"With all respect to Paraguay I don't know how they would have scored because we shut them out.
"But I liked the way we recovered the game and we deserved more than a point based on how we played."
"In the second half we were much better. I think a 4-4-2 gives us more balance and made us compact, we were also better covered."
