The French Open champion (24) was runner-up in the event in 2008, bowing out in a tough three-set final against Justine Henin, then the World No 1.
"I have had some really great results there in the past and I am looking forward to having a great tournament in Sydney before the Australian Open," Kuznetsova said.
Tournament director Craig Watson said the winner of 12 career singles titles was a fantastic addition to the women's field, which already boasts Serena Williams, Elena Dementieva, Caroline Wozniacki and Victoria Azarenka.
Kuznetsova has been part of three Fed Cup winning teams for Russia, and this year took out titles in Stuttgart and Beijing.
The Sydney International also has confirmed entries from top 20 men Lleyton Hewitt, Gael Monfils and Tomas Berdych.
