The Three Lions were drawn alongside co-hosts Ukraine, Sweden and France, avoiding being placed in the two more testing pools, one of which includes Spain and Italy, while the Netherlands and Germany do battle in the other.
Capello said England's draw could have been even better had they been included in a weak-looking Group A, but said despite their good draw, the current competition holders were still favourites in his eyes.
"Spain are the best team in the world, they are a rival everyone wants to beat," Capello told Spanish television station Cuatro.
"We achieved victory the last time we played them, but it was a friendly and that has no bearing on a game in which you play for the European title.
"They are the favourites to win the competition."
