Under the TOPS, a committee selects medal-prospects and provide them financial support for top class training in the run up to next year's Rio Games.
"Nobody is getting benefitted by it," said Singh at the sidelines of the Pro Wrestling League auctions here yesterday.
"The governments asks for proposal from us all the time. We deliver it from our end but when it comes to implementation, there is nothing happening. This scheme will
only ruin our game of wrestling," he added.
Singh, however, insisted that the Federation is doing everything to make sure that Rio Olympics see a record number of Indian wrestlers participating in the tournament.
"I am confident of highest number of Indian wrestlers qualifying for the upcoming Olympics till date. We are also targeting that our Greco-Roman and women grapplers do well.
And for that we are planning to send all our potential players to train abroad in January before the next qualifying event in March," said Singh.
