The festival, which starts at the Gateway of India and other parts of the city, will have terror attacks as its theme, Minister for Cultural Affairs Harshwardhan Patil said.
The government is planning to hold the festival every year, Patil told reporters. About Rs two crore would be spent on the festival and the Centre has promised to give Rs 25 lakh, he said.
