Allegations are rife that the head of the BBMP legal cell had sent his application for the post 10 days before tender was released

The head of the BBMP legal cell is alleged to have submitted an application for his current post much before a tender was actually put forward, hinting at lobbying and favouritism being involved.
Documents available with MiD DAY show that Rachappa A Chinipal had sent his application to BBMP citing tender natification, with his resume dated December 4, 2010 and interestingly, the tender notification was dated December 14, 2010. Another criterion of furnishing a date of birth certificate to match the 62-year age limit is also under scanner.
"The question doing the rounds in the council is that the BBMP commissioner had to face the court in many cases. When the background of a person of high authority is not clear, how will the image of the corporation be protected in court? We suspect there is a lobby behind this move," said a JD(S) corporator on the condition of anonymity.
Chinipal denied having submitted any such documents. He said, "There may be a typing error. I have asked through the assistant commissioner, about who is in charge of recruitment in the legal department."
Opposition Council Member K Chandrashekar, representing the Hanumanthnagar ward questioned the capacity of the legal department in the BBMP, which had let the corporation down and not defended the commissioner in court during recent cases related to demolition and resettlement.
Civic Commissioner Siddaiah said, "The public interest litigation was strong and in such case, the corporation does not stand any chance. However, whatever happened was within the legal constitutional frame work."
