Intelligence failure has become the most abused term in the context of terror attacks, especially those in India.
But, this time the spy agencies had done their homework well but the warning could not be translated into action, otherwise a number of those killed in the terror attack on the Koregaon park area in Pune would have been alive.

Union Home Minister P Chidambaram had said, when he went to Pune after the blasts, that the state police was warned about evil designs of the terrorists, well in advance.

However, Chidambaram on Tuesday hinted that there was a specific input for the German Bakery as well.
He said the alerts were issued to the Pune police on September 19, October 10, December 7 and December 12.

The Home Minister, speaking at a news conference in New Delhi, also added that on October 9, 2009, Pune police had issued a written advisory to all establishments in Koregaon park area, including German bakery, for enhancing security. This was reissued on December 25, 2009.

When asked about the advisories, a Pune crime branch officer said, "I am not aware if there was a specific input that German bakery will be targeted, but an advisory and a warning was given to them, as the area was under threat of a terror attack."

Seventeen people were killed and 55 injured in a blast at the German Bakery in Koregaon Park area on February 13. The Maharashtra Anti Terrorism Squad has been investigating the case and are yet to come up with anything concrete to work out the case.u00a0
