Buying a second-hand mobile phone proved costly for a 20-year-old auto driver because it turned out to be stolen. For this, he was not only picked up by the cops, but also beaten up and tortured. Following a complaint, the State Human Rights Commission (SHRC) raided the Micro Layout police outpost along with the members of South India Cell for Human Rights Education and Monitoring (SICHREM) and seized articles used for the torture.

Parvez, the victim, was allegedly picked up at 4 am on February 1 from his house. He was kept in custody and tortured till February 8 and let off, after registering a petty case of moving suspiciously.
After his release, Parvez registered a complaint with the SICHREM, for justice, who in turn registered a case with the SHRC. "He was at his residence on February 4 when eight policemen, claiming to be from the Central Crime Branch picked him up from his residence. When his family members refused to send him with them, they allegedly abused and manhandled Parvez's sister who is pregnant," said Prakash Kariappa, fact finding coordinator, SICHREM.
However, anticipating the SHRC raid, the cops kept him in custody at the outpost. After registering the complaint with the SHRC, Parvez lead the team to the place where he was tortured and beaten up. "The room was locked and was broken in presence of Mico Layout PI HS Parameshwara. We found some equipment used for torturing and the items have been seized," added Prakash.
Parvez also alleged to have been given electric shocks to the chest area and private parts. He was also gagged and was hung upside down before being beaten up. The SHRC has registered a case against four constables of the police station including Raju, Moses, Suresh and Mohan. However, the inspector was not available for comment
