No murderer, rapist and foreign convict would ever walk free on parole in Delhi.

The government will grant parole or custody parole to those prisoners only in case of serious illness or critical condition, on account of accident or death of a family member besides the marriage of a family member, the guidelines said.

Convicts involved in offences like sedition and whose release on parole has serious repercussion on national security will not be given the facility, the guidelines added.

On Wednesday counsel for NCT government, Solicitor General Gopal Subramanium furnished a copy of the drafted guidelines for court's approval and said only the Lieutenant Governor has the power to grant parole.
The document has been approved by the Lieutenant Governor and shall come into force immediately.
