But even when you compare state CID with the CBI, one finds the latter to be much more proactive.
This is true to some extent. In the CBI, people undertake field operations right from the beginning. That is not the case with the CID. The mindset of the CBI is different from that of the CID. Senior police officers that have been working at executive posts depend on the constabulary for field operations. But when they are recruited to the CID they suddenly find themselves handicapped because all this has to be done by themselves. Besides, there is also a dearth of manpower at the junior level and there is a need for augmenting their mobility by providing them more vehicles.
